Social Services Update


The Durham Human Services office has moved to the Community Center, 144 Pickett Lane. 


Hours: Monday-Thursday: 7AM - 3PM; Friday: 7AM-12PM. Appointments suggested as this position works from the Community Center, Town Hall, and within the community and flexes time based on needs.

A couple of reminders:

Medicare Open Enrollment starts this month, running from October 15-December 7. Here are a couple of tips from the SHIP Director at the CT Bureau of Aging:

►Read all Medicare and plan notices in general but especially this time of year. (Look for the Plan Annual Notice of Change (ANOC)!). 

►If you are happy with your plan, you do not need to take further action BUT be aware of any changes that your current plan might be making to services/care and medications as these could affect you.

►If considering a Medicare Advantage plan, consider the impact of a network to your care: Are your preferred providers in the network of the plan you are choosing?

►Any changes made during Open Enrollment will go into effect January 1 of the following year.

►Don’t wait until the end of Open Enrollment (December 7) to review and decide.

Energy Assistance Season is here. Appointments can be made with the Human Services Office or folks can apply online: https://portal.ct.gov/heatinghelp/applyonline?language=en_US

Documents you will need include: Income documents for everyone 18 or older in the household (4 consecutive pay stubs from within the last 2 months (or 2 if paid biweekly)), social security award letter, pension letters or 1099s, any other income); SNAP award letter (if applicable); Current electric bill ; Oil vendor information; For renters, landlord name, address, and phone number (the lease is only required if heat is included in the rent); and current rent or mortgage payment information.

NOTICE OF REVALUATION

As required by state law, the Town of Durham is revaluing all properties in town. Durham's most recent revaluation was completed for the 2020 Grand List. 

eQuality Valuation Services, LLC (hereinafter “eQuality”) of Waterbury, Connecticut, has been contracted by the Town of Durham to assist the Assessor in conducting the October 1st, 2025, revaluation. Under the Assessor's supervision, employees of eQuality will collect and analyze information about all properties. An important part of the valuation process involves measuring the outside and listing the interior of each improved parcel. 

A Data Collector will visit your property. A list of Data Collectors is to the right of this Notice under "Resources", "Related Documents". Each Data Collector will carry photo identification and the original letter of introduction. Their cars will be registered with the State Police and Durham Resident Troopers. After making a complete inspection, property owners may be asked to sign a form. The signature is only a verification of inspection and does not commit the homeowner in any way. The inspection will take between 10 to 15 minutes.

NOVEMBER 3RD FILING DEADLINE
 
PURSUANT TO CONNECTICUT GENERAL STATUTES SEC 12-40

Owners and lessees of all tangible personal property located in the Town of Durham as of October 1, 2025 must file Personal Property Declarations in the Assessor’s Office on or before November 3, 2025.  Declarations, extension requests, and exemption applications are available on the Town website and in the Assessor’s Office.

Tangible personal property includes, but is not limited to, UNREGISTERED MOTOR VEHICLES, MACHINERY AND EQUIPMENT OF COMMERCIAL AND INDUSTRIAL BUSINESSES, FARM MACHINERY, BUSINESS COMPUTERS/COMPUTER EQUIPMENT, OFFICE FURNITURE & FIXTURES, LEASEHOLD IMPROVEMENTS, etc.  Failure to file will result in a penalty per CGS Sec 12-41.
